This conclusion is based on my personal experience over the past ten years as a purchasing officer at a large US State University in New Jersey – Rutgers University. Although my personal experience is very specific, wider international contacts over the years have persuaded me that it has a broader relevance, and it is that encouragement which has led to this book.
