Description: Vertical relationships between government and society still do exist, but almost everywhere they are becoming the exception, rather than the rule. During the last two decades developments in public administration have tended to replace hierarchies. Both in and between organizations, by all kinds of - more or less horizontal - networks, through which the governmental authorities have realised their dependency on the other actors in society. These networks stretched from intergovernmental relations between administrations, in different sectors of society, and between different layers of government, to relationships between public and private organizations.
