| dc.description | Population growth and economic development are increasingly colliding with environmental goals and regulations that protect threatened and endangered species. Perhaps nowhere is the clash more evident than in the western part of Riverside County, California, which is one of the fastest-growing regions in the United States. In response, federal, state, and local government agencies adopted the Multiple Species Habitat Conservation Plan (MSHCP) in June 2004. The MSHCP sets up a large habitat reserve and allows continued development outside the reserve area. This monograph examines the cost of assembling and operating the reserve, the adequacy of revenue sources, the prospect for achieving the habitat-conservation goals specified in the MSHCP, and whether the MSHCP has streamlined the permitting processes for transportation and development projects. This research was sponsored by the Western Riverside County Regional Conservation Authority. This monograph should be of interest to policymakers who address environmental and economic-development issues at all levels of government, environmental groups, and private developers. The MSHCP is an ambitious effort that is a potential model for other parts of the country; thus, the findings should be of interest both regionally and nationally. | - |
