Description: The chapters in this volume are the outcome of a seminar series held at The Open University between October 1998 and March 1999.1 Always envisaged as leading to a published volume, the seminar had four main aims ± aims that centred on understanding the shifts in the contours and orientation of social policy. There have, of course, been many volumes, from varying political perspectives, published in the last decade or so that seek to describe, prescribe and analyse the impact of the shifts in social welfare (for example, Burrows and Loader, 1994; O'Brien and Penna, 1998; Jordan, 1998; Green, 1993). Although this book forms part of this growing literature, our concerns have a distinctive ¯avour in that we have focused on the recon®guration of `the social'. Our four aims, then, were envisaged as speaking to different dimensions of `the social' in social policy
