Description: Th e origin of this book was during the 14th annual International Police Executive Symposium (IPES) held in Dubai on April 8–12, 2007 with the theme “Urbanization and Security.” Th is theme was especially signifi cant for Dubai, which is one of the United Arab Emirates. Dubai had a largely rural population of less than 200,000 people as recently as 1970, but has become a modern city-state with a population of well over 1 million people in the twenty-fi rst century. Moreover, Dubai is still growing and has attracted a substantial expatriate and foreign worker population. Rapid growth and the changing nature of the population naturally give rise to security concerns, although it seems that Dubai has remained remarkably safe thus far (Abdullah, 2007).
