dc.description | This study explores public finance policies in the transition countries of Europe and Central Asia (ECA) and their likely effects on economic growth. It tackles broad questions such as the impact of fiscal deficits, government size, quality of public spending, and structure of taxation on growth, and it explores several key areas of public spending and taxation in detail. While focusing primarily on ECA—in particular a subset of 10 ECA “focus” countries—the study also brings in experiences from rapidly growing economies in other regions of the world and tries to draw policy lessons from these experiences for ECA. Given its primary focus on economic growth, the study does not look as systematically at other important public policy goals, such as poverty reduction, income distribution, and employment, although it does try to touch on these issues or refer the reader to more in-depth work where relevant | - |
